I burst out laughing when I read that it’s on a busy street.
This one could be special. Look at the other buildings in the picture. There’s evidence of public transit nearby. This a tear down for commercial/residential development which might justify the million plus price tag for the land.

Actually, no. It is on the corner of a very definitely residential block, where there are no rights to increase density or change to commercial use.
